the sum of
 \frac{ - 8}{7} + \frac{ - 5}{3} = \frac{ - 24 - 35}{21} = \frac{ - 59}{21} \\ \\

and the sum of
 \frac{3}{2} + \frac{ - 31}{38} = \frac{57 - 31}{38} = \frac{26}{38}

according To the question subtract
\frac{ - 59}{21} from \frac{26}{38}

therefore

 \frac{26}{38} - \frac{ - 59}{21} = \frac{21 \times 26 + 38 \times 59}{798} \\ = \frac{ 546+ 2242}{798} = \frac{2788}{798} = 3 \frac{394}{798}
