Heya !!!

This is The Answer.

First Of All,
Sum Of -8/7 and -5/3.
 =  \frac{ - 8}{7}  + ( \frac{ - 5}{3} ) \\  =  \frac{ - 24 - 35}{21}  \\  =  \frac{ - 59}{21}
And,
Sum Of 3/2 and -31/28
 =  \frac{3}{2}  + ( \frac{ - 31}{28} ) \\  =  \frac{42 - 31}{28}  \\  =  \frac{11}{28}
Now, Subtracting...
 \frac{11}{28}  -  \frac{ - 59}{21}  \\  =  \frac{33 + 236}{84}  \\  =  \frac{269}{84}

Hope It Helps
