sugar dissolves completely in the water, while talcum powder doesn't. However, this test would be certain that the substance is one of those two things. There are many compound besides, sugar that are water soluble and many becides,talcum that are not.

* A mixture of sugar and water if filtered, we get a clear solution and no residue.
