Bulleted lists are used when we are interested in presenting subcategories or features of a something. There is no sequential ordering in the list as such.  If there are too many items in the list, then the numbers appear not so nice.

Bulleted lists are more elegant. Different shapes and fonts could be chosen. That attracts the readers to focus on the topic. The numbered list could be used for classroom teaching in lessons. The serial numbers help in remembering the list items.  But in general presentations or seminars or descriptions, bulleted lists are more elegant. There is no question of remembering the order by the readers.

Numbering could be useful when we have lists crossing multiple pages. Then we know at which point we are.  If there are very few items in the list, bulleted lists is more suitable. If there are just four items, then bulleted list is ok.
