One of the primary reasons why famines occur is due to crop failure. The other two are economic failure of the nation or region, largely due to imprudent policies of the nation, and population imbalance. 
Food sufficiency, in terms of food production, and constant build-up of buffer stocks, proper economic planning and controlling population growth on a regular basis are programmes that can ensure that famines are prevented from occurring.

The people and state can work together for afforestation which will directly ensure prevention of soil and air pollution and hence avert the effect of famine. Plantation drive can be observed by educational institution, government, non-government organisation organisation on occasions like Earth Day, Van Mahtsava, Environment Day and the like.

Secondly, rain harvesting would conserve water and state can provide subsidy to people to ensure effectiveness of the program.
