Explanation:Unemployment is a major problem in India and it is prevalent in both rural and urban areas. Underemployment is also visible as disguised unemployment in agricultural sector in rural areas and as unorganised service sector in urban areas. These issues need to be addressed properly. .

The steps that should he taken to increase employment can he

(i) Education and health sector can create massive employment in urban as well as rural areas. Proper planning needs to strengthen these sectors.

Vocational training also creates massive employment.

(ii) Allied activities like horticulture, pisciculture should be promoted through financial assistance, awareness programmes which will create employment in rural areas.

(iii) Promotion of small scale industries and self-help groups will create employment in urban areas.

(iv) Tertiary activities like inclusive banking, promotion of market etc can penetrate service sector to rural areas and induce mobilisation and growth in Primary sector and ultimately create employment.

(v) Cheap credit for creation of new enterprises and encouraging foreign investment can also create employment in both rural and urban areas.

(vi) Social safety programmes like NREGA, NRLM (National Rural Livelihood Mission) etc generate massive employment in rural and urban areas respectively.

1) Government can invest money in providing facilities like irrigation, canals, wells, dams to poor farmers

2) Banks can give loans to build dams and wells to farmers who are only dependent upon rain

3) Government can also invest money in transportation and storage so that poor farmers can also transport and sell their gooda to nearby towns.

4) It can also make better rural roads for multi-trucks to reach everywhere.

5) Local banks should give loans at reasonable rate of interest to poor farmers so that they are able to buy equipments such as seeds, fertilizers, etc.

6) Other way to tackle this problem is to identify, promote and locate industries in semi-rural areas.

7) In villages near forest areas, we can start honey collection centres.

8) We can also set up industries that process vegetables and agricultural produce like potato, fruits, etc. which can be sold in outside markets.

Employment can be increased in urban areas as follows:

1) Education facilities should be increased so as to employ more teaching staff.2) Health facilities also need to be improved, increasing job opprtunities for doctors, nurses, health workers, etc.3) Tourism can also be seen as a development factor. If this is done, we can procide employment to 35L people every year. 4) Increasing jobs in IT can also help in increasing employment.
