2. Restoring of their livelihood &
3. Permanent Rehabilitation.

To help people from tsunami who had lost their livelihood and residence, i think this is the best way to restore their lives after tsunami. rescue them, provide them food and shelter temporarily, help them restore their lives back in tract and give them their residence.
