the sky appears blue due to water reflection on sky
the stars twinkles due to total internal refraction in layers of sky ,the rays which is coming from the space

Hey ,
Here's ur answer ,

1) The sky appears blue due to the scattering of light.

(It's blue because intensity of blue colour is higher due to temperature of the sun than any other colours )

2)The twinkling of stars appears due to the refraction of light.

(When the star refracts more light towards us it seems bright.When the stars refracts less light towards us it seems dim.Due it different refractive index occurring star becomes bright and dim.
This combine result of bright and dim stars is called as the twinkling of stars .)
