1)Voter's list- A lot of times, people go out to vote but are not able to find their names in the roll. A voter's list verification drive, wherein EC employees travel to Vidhan Sabhas (Or individual colonies, if budget allows) and encourage people to come out check their names in the roll. This should be done atleast a month in advance, so people can do the necessary formalities to get their names enrolled.

2)voting through a postal ballot is only for Central govt employees posted outside and army officers on duty. This can be extended to private employees too.

3)Transport service from home to polling station- Until now, this service is given unofficially by local party members/supporters to woo voters to their side. Nothing wrong in it per se, just that this can be implemented at a higher scale, by EC
