(ii) Tax was only levied on the worker's society. 

(iii) The work of the church was done as charity by the worker's society. 

(iv) Printing machines were introduced. 

The King aimed to show that the society was developing in order to avoid the uprising. He was trying to deceive the people to save his throne.

Till 1787, the royalty and king ruled under divine right granted by the God and confirmed by the Church.

As the financial situation of France worsen in 1787, the King enforced new land taxes on bureaucrats, nobles, clergy, and elements of the bourgeoisie (middleclass).

This enraged the nobles and they refused to pay it, which finally resulted in uprising in 1789. The king would have avoided this by trying to increase the revenue by some other methods.
