2)Strengthening  procedural  controls  on  commitments,  such  as  allowing the ministry of finance to veto them. In particular, governments can ensure that line ministries’  decisions to enter into PPPs are reviewed and approved by a body with a  stronger interest than the line ministry in fiscal management. The ministry of finance need not be a decision maker. The issue can be brought forward to the cabinet to be vetted.
