1) If they have a good framework  for  comparing  the  cost  of  PPP  commitments with the cost of publicly financed projects it will better in election.

2)Strengthening  procedural  controls  on  commitments,  such  as  allowing the ministry of finance to veto them. Voting should be digitalised so that the process can be short and cheap.
