The arteries that are close to heart have more elastic fibres due to blood pressure.

The blood pressure is high in the arteries which are close to heart. In order to maintain blood pressure the elastic fibres expand so that blood pressure is maintained.

Whereas the arteries that are away from heart have low blood pressure compared to arteries near the heart. So there are less elastic fibres in them.
