The answer usually suggested with this riddle is sulphur.

As sulphur when in natural state weighs twice the weight of when it is immersed in water and when it is burned, it turns into sulphur dioxide.

Though the riddle is very fun, but misgiving in technical terms because it is not actually the fact with sulphur.

So it's weight seems less than the actual weight. so the apparent weight of sulphur is 1kg.  When we burnt it, oxygen is required.  Hence it becomes 1.5 times.

2 kg dried sulphur= 2000 gm

Density = 2g/cm³

Weight of water displaces = 1000 x 1 = 1000gm = 1 kg

Apparent weight of sulphur = 2 kg - 1 kg = 1 kg

Sulphur has atomic number of 16. It combines with oxygen on one to one basis.

2x 1.5 = 3 kg
