=> Sum of two rational number = -4

Let the other rational number be x

 \implies \: x +  \dfrac{ - 8}{9}  =  - 4 \\  \\  \implies \: x \:  =  - 4 +  \dfrac{8}{9}  \\  \\  \implies \: x \:  =  \dfrac{ - 36 + 8}{9}  \\  \\  \implies \: x \:  =  \dfrac{ - 28}{9}

Other rational number = -28/9
