Summary:
The speaker is requesting to us to have friendship and peach (concord) with our own people and to have concord with strangers. He thinks that our country is divided into fragments therefore we should live peacefully and happily with others. Dual gods Asvins create unity between natives and strangers. Here natives are persons who are familiar with us while the strangers are foreigners.So there would not be any difference and we would live peacefully.
In the second stanza speaker says that there should be unity in our minds (Opinions) and in our purposes(Intentions). It means our opinions and intentions must be same. There is no place for any kind of confusion. We should not fight against the divine spirit within us. We should avoid wars, earlier we have seen so many battles. Therefore battle cry should not be raised again. And the beginning of our day must be happily and peacefully. There shouldn't be any place of the arrows of War-God.
