The story is about the wisdom of a cadi "Turkish Judge". The caliph approached him to get justice as the lame beggar claimed that the horse was his belonging. He placed the matter in front of cadi and let him be the judge of this. When he saw that the judge ruled correctly he asked him to be the judge of his city
