He observed that water starts boiling in the paper cup. But the same time cup does not. What do you think, why the paper cup does not burn?

the cup does not burn because the water present in the cup does not allow it to reach its ignition temperature .the water present in the cup keep taking the heat from the cup

The paper cup is full of water, and we all know that water have a good fire resisting properties i.e., it does not promotes fire rather it stops it.

So, the paper cup didn't burn in the presence of water in it also because the water in the cup absorbed the heat regularly at every period of time due to which the paper cup CAN'T CATCH FIRE.
