supplementary Unit are diminsonles but still have unit. why?

In October, 1980 the International Committee for Weights and Measures (CIPM) decided to "interpret the class of supplementary units in the International System as a class of dimensionless derived units for which the CGPM allows the freedom of using or not using them in expressions for SI derived units."

It is also an incorrect option because “Supplementary units that are radian and steradian are dimensionless units. They are assumed standards and don't have a physical meaning they are separate from fundamental units.”
