We can better understand while we cut a linear rope at three different sites and a circular rubber band at three sites.

If three sites are present in an entire length of linear DNA fragment, then four fragments are produced.

But in circular plasmid, three fragments will be produced when three restriction sites are present. When cut with restriction enzyme at first cutting site, it becomes linear but does not get fragmented. Then with next two cutting sites, that linear fragment will produce three fragments.

Thank you mate..
