Firstly, there should be no precipitate formed when salt is mixed , and electricity should pass easily. Next, if neither the blue litmus turns red nor the red litmus turns blue , then also it can be taken as salt.

But in this question we don't know whether the other compound is neutral or not, whether its miscible or not, hence at least one property of compound is required.
