He spared him because Anil was a very kind person and according to him a criminal activity of a person can be changed by love and understanding instead of punishing them so he would definitely spare him after knowing about stealing money. Hari Singh was working in a Anil’s house and he stole the money but he didn’t run away because Hari had no friends and also Anil was going to educate him without any fee. Hari realized his mistake and put the money back under the mattress.
