Suppose blood vessel 'A' has valves while blood vessel 'B' does not have valves. Which one would
be an artery and which one would be a vein? What is the reason behind the absence of valve in
one of them?

The reason behind the absence of valve in artery is that it carries clean blood containing oxygen which is needed in every organ of our body. Because it is needed in every organ of our body, it needs to travel in all directions whereas the veins carrying impure blood would have to go to the heart and lungs for purification (exchange of O2 by CO2). So as the blood in veins have to go only to the lungs and heart, they have valves to ensure that the blood doesn't go anywhere else.
