The first point to say is that a democracy must have a constitution. But if the situation is as you have above, if India do not have constitution, the country will not run properly. There will be no rules and regulations and hence everything will cause a ruckus in the country. People will do whatever they want and moreover, they'll cross some of the limits which shouldn't be crossed. The overall conclusion is that a democratic country cannot prosper without a proper constitution.
