a. Education is basically a subject of Concurrent list on which both the centre and state governments can make laws. However, in case of any conflict between the two, the decision of the Union government shall prevail.
b. In the above situation, the State government of Sikkim will have to take permission of the Centre before it goes ahead with launching of the book as the Union government has objected to its content and style.
c. The decision of the centre government however, shall remain final.
