Acceleration= Rate of change of velocity
that means if rate of change of velocity is positive or if velocity is increasing with time then the acceleration is said to be positive or we can say that acceleration is in the direction of velocity.
And if the rate of change of velocity is negative or velocity is decreasing with time then we can say that acceleration is negative or acceleration is in opposite direction to veloxity of an object.
Here tim is climbing a hill and going against gravity that means acceleration is opposite to motion or velocity of the object,so it should be taken as negative. It is just a sign convention.
