If we're passenger in car, when the driver applies brake we fall forward because our body was moving in the direction of car ,when brake is applied the car stops but our body continues to move in the previous direction so we're pushed forward . The main cause is inertia.

When brakes of car applied suddenly passengers fall forward because the lower part of the body comes to rest when the bus stop but the upper part of body continuos to motion due to inertia of motion. Hence, the passengers fall forward when brakes of car applied suddenly.
