you find your friend taller or shorter

your friend looks shorter because

As light travelling from denser medium to rarer medium it bends away from the normal due to refraction and vice versa

And let x be the actual height of my friend, then,

​  refractive index of air\frac{refractive index of air}{Refractive index of water} = \frac{Actual height of my friend}{Apparent height of my friend}

1/4 × 3 = \frac{x}{Apparent height of my friend}

Apparent height of my friend = 3/4 × actual height of my friend
