Relative motion:

When a person is in motion then his/her surrounding is in motion relative to the person but the house on the street is at rest.

This is explained by the theory of relativity.

When a person is at rest, that person is not completely at rest because he/she is standing on the earth which is in motion. So, the person is in motion relative  to earth.

The motion is described with the help of relative velocity.
