When thy Lord inspired the angels -when you , lord who inspired the angels
I am with you- The person reciting is agrees and abides with the Lord
So make those who believe stand firm- Those who believe in Lord , make them 'stand firm' or keep them strong
I will throw fear into the hearts of those who disbelieve- The person will threaten the people who do not believe
Then smite the necks and smite of them each figure-cut or beat their necks and beat every part of them(both mentally and physically)
This is my interpretation.
