we know,
standard form of quadratic equation,
ax² + bx + c =0-----------(1)

here given ,

4x² = 13x -3
4x² -13x +3 =0 -----------(2)

compare both the equations ,
then ,
a = 4
b = -13
c = 3

hence, option ( b) is correct
