the tribal people had no administrative powers in their hands. they don't have the freedom to move freely in forests and gathering forest products and hunt animals because the British established their monopoly over forest land by introducing the Indian forest act in 1878.most of the tribal people were settled cultivators (also known as Jhum farmers) but they did not have freedom to become settled cultivators under colonial rule and they were forced to work in tea plantation of Assam and coal mines of jharkhand.
