Surface tension is a property of liquids that arises due to the fact that the molecules at the surface of a liquid have different potential energy than those in the bulk.

Molecules that are at the surface will have less forces of attraction than those which are in bulk. As a result they have a higher energy than molecules in the bulk that are surrounded by another molecules. Liquid will therefore tends to minimize their surface area in order to minimize the number of higher energy molecules in the surface.
