 There are arguments for and against the given topic "Swach Bharat" in the conversation.  You may  add more dialogs and add your proper points too.   The idea of the conversation is to give information about the program Swach Bharat. 

Rohit: Swach bhaarat or clean India is an excellent mission started by prime minister Modi.  It started on 2nd October 2015.  See, it will clean Indian towns and cities.  Its purpose is to remove garbage from public areas.  Actually Mahatma Gandhiji wanted Indians (in villages mainly) to be hygienic  in their living.  So Mr Modi implemented this program to realize Gandhiji's dream. It will be good for all of us.

Deepti:  First of all, why did this mission come about?  People of India are so stupid and backward. They do not even know simple things and behave like animals.  They defecate in the open.  They litter everywhere.  That is why foreigners hate Indian people and India.  They do not want to come to India.  They are afraid of infection, impure water and adulteration, impure air and mosquitoes.

Rohit :  Unfortunately, people of India , at the bottom layer of the society, being uneducated and poor, could not think of these things.  Further, they had been neglected by others.  But remember Indian culture is one of the best cultures in the world since ages.   Now government has taken proper steps towards building Clean India.

Aruna:  You may be right.  But, do you think it is practical.  The mission requires too much of money.  We don't have so much money in our economy.  Perhaps it will stop in between.  It will only result in enhancing the political image of NDA government.

Rohit :  What are you saying? Mr Modi has already amassed a lot of support from public too.  Many people are voluntarily participating in it.  It will continue as much as possible.  Once, the idea gains momentum, people will change.  That will be enough.

Deepti:   People will do as long as they have enthusiasm.  NDA may not be able to fund it after some years. Then, what happens ?

Aruna:   By then people will be used to doing their duties as they should. So there is no need to explicitly do any mission.  The publicity given now and the programs being organized are spreading quickly around India.  Poor people are also learning about it.  Once, the current generation of people is educated, the principles of living hygienically are known to poor and other people.  So everything will just continue with out any funding from the government.

Deepti:  Poor people are so ignorant.  They do not know and can not learn any thing.  they defecate on the road sides.  It is so disgusting to go in villages.  They do not have money to construct even toilets.

Rohit:  Now clean India has planned construction of toilets with the government money.  A lot of voluntary organizations and some celebrities are also contributing in terms of money and effort.   Sachin Tendular adopted some villages for all development.  Once the education level of poor villagers betters, they will take care of sanitation themselves.  It is only a matter of a few years.

Deepti: What about schools?  There are so many schools being organized in open air, old buildings, with no water, toilets etc.  Do you know any thing about them?
  

Aruna:  Well, in thousands of schools there are toilets being built in the next five years.  This is already on.  In many states many toilets are already done.  Public and community toilets are also being constructed.   After a decade people of India will be rich and aware of sanitation.  They will take care of themselves.  All children now are aware of this.  They will not forget about it.   Many school boys spent Sundays for cleaning the campuses and the surroundings of their schools.
 

Rohit: Do you know that in the new budget for the year 2015-16 a lot of money is allocated for the program, for construction of toilets and for other things.  The cleaning of river Ganga is also being pushed.  Money is also allocated for that program from Varanasi.  Regular monitoring of the progress is being done by the missions.  Ambassadors for the program are designated for each state.  Many commercials (publicity advertisements) are being shown on television.  Newspapers are giving importance to the events related to this.
