That's because sweet things attracts more and more bacteria. And then it will result in decay as the bacteria will do it's roleplay.
Now toothpaste contains base, which just neutralizes the acids released by some bacteria afer decomposition of sweets and hence preventing tooth decay.

When a person has a sweet tooth, they tend to eat foods that are artificially sweetened. To digest these foods, the mouth produces certain enzymes which make the ph of the mouth acidic. Because toothpaste is basic in nature, a neutralization reaction takes place in the mouth.
