In China,  elections are generally held every 5 years  for electing the Parliament of the Nation known as National People's Congress or Quanguo Renmin Dainiao. The candidate needs the Chinese Communist Party's consent before contesting elections. Only those who are members of the Chineses Communist Party or 8 smaller parties allied to it were permitted to contest the elections that was held in the years 2002-03.  The govt has always been formed by the Communist Party. In China,elections does not permit citizens any serious choice. They must choose the ruling party and candidates approved by them.  Therefore, China is not a true democracy China
  • In the case of Mexico, since its independence in the year 1930, elections are held every 6 years. Mexico has never been ruled by a dictator or military; however till 2000 each and every lections have been won by the Institutional Revolutionary Party (PRI). although opposition parties contested elections they never could win. The PRI party was known to use many tricks that were contempt to win elections. All government employees were forced to attend PRI's meetings. Government school teachers used to force childrens parents to vote for the PRI party. Media always ignored the activities of the opposition party and only criticised the opposition. at time polling booths would be shifted in the last minute from one place to another, making it difficult for citizens to caste their votes. Though in Mexico people had a choice, in reality they did not have one. There were no fair elections and the PRI party could never be defeated

So China cannot be said to be a true democracy. Mexico has a multiparty system. Nationally there are three large political parties, viz, Institutional. Revolutionary Party (IRP), National Action Party (NAP), and Party of the Democratic Revolution (PDR). But until 2000 every election was won by the PRI. The PRI was known to use many dirty tricks to win elections. So the cartoon can be applied to Mexico until 2000 election. But in 2006, election the PRI fell to third place behind both the PAN and the PRD. Now Mexico has a coalition government. (ii) Crown of leaves means a circle of leaves that is worn on somebody's head as a sign of victory.
