"Dowry is Evil" means that taking money from bride, by the groom or by groom's family. When the daughter marries; her parents have the holy feeling to donating their trusteeship (& responsibility) to the husband. parents also provide some dravya items basically for three reasons:

While donating the trusteeship; it is considered a sacred practice to accompany it with some valuables as well. It is a kind of feeling that I am giving by best.

As the daughter has to go to a new place and adjust herself in a completely new environment; there is a possibility she might not find some of the items there with which she is used to. Therefore, such items are given to her at the time of marriage to help her to manage; by the time she acquires those things there.

Valuables are given to the daughter with an aim to provide a feeling of safety & security in difficult times, if any. This is to ensure that the daughter faces minimum challenges in her difficult times. Dowry was provided at will, and only items which are considered as holy/necessary were being provided and that too basis the financial position of the father of bride. Unfortunately, with times, this became a nuisance and husbands & their families treated this as their right and even started making demands (of what they want in dowry). The nuisance has increased so high that we used to see so many women either commit suicide or being murdered just for the greed of dowry. Shame.

That's why we can say "Dowry Is Evil".

The only way to come out of this is awareness, unity and fight.
