the paper doesn't burn because when the paper plate along with water filled in it is put on a flame the flame first provides heat to the paper plate which has low ignition temperature but as water is contained in this plate and water has a boiling point of 100 degree Celsius which is much higher than the ignition temperature of paper. The heat began to travel from the hot region(paper plate) to colder region) water and thus the water absorb the latent heat from paper and doesn't let the temperature of paper plate rise. when the water will be completely evaporated than there will be no conduction of heat and the plate will burn suddenly
