Draw circle with radius 3cm
Mark the point P from the centre O at a distance of 9 cm
Construct a perpendicular bisector of the line OP
Mark the point of the bisector that intersects the line OP as M
With M as centre draw a circle of radius OM
Mark the point of intersection of the present circle and the circle of radius 3 cm as A and B
Join AP and BP
AP and BP is the required tangent
