Democracy is the form of government in which rulers are elected by People through a Process called Election. It should be free and fare, One vote should have equal value, citizens should be free to impart their vote to them whom they believe. But think if somebody will control your vote power then will it be called a Democratic country? The answer is No. To understand this Let's take an example of a Country.

Mexico got their independence in 1930, Mexico hold election after every 6 Years. But untill 2000 every election was won by a single party called PRI. They are known to use dirty tricks.

  • All those who were employed in government offices were forces to attend the party meetings.

  • School teachers force the parents of Children to caste their vote in the favour of PRI.

  • Media largely ignored the activities of Opposition party except to criticize them, The Media was under the control of PRI.

  • The Pooling booths were shifted at last minute which cause difficulties for people to caste their vote.

  • PRI spent huge sum of money in the campaign for its Candidates.

From the above reasons we can't counclude that Mexico is a Democratic state. There are many Problems.

It is a democratic country. People do elect their officers and representatives, and non-elected officials (such as judges) were elected by the representatives, just like in every other country.

That being said, it's institutional design has some flaws. For instance, the votes are counted by the citizens themselves. Thus, sometimes the votes are not counted properly and the representatives are selected randomly.

What does happen, is that the elections tend to be unequal. Or rather the current government has an upper hand. It's not uncommon for politicians to distribute monies among the population to win their votes, disguised as social programmes and the like. Also, political parties will engage in buying votes(usually as exchange of money as well). This latter practice, however, is not illegal.

So, the Mexican system is not perfect as has many flaws. Thus, it can not precisely be called a democratic country.
