Given that ,

The universal set is natural number and the set A is {x : x - 8 = 3}

The Set A can be written as ,

A = {x : x = 3 + 8} or {x : x = 11}

Now , the compliment of Set A i.e A' will be

A' = {x : x € N and x ≠ 11}
