Industrial Relations are produced between businessmen, public or private entities, and the staff working directly or indirectly. Everything that's subject to that relationship such as industrial security, risk prevention, collective negotiation.
Human Resources Management are more based on staff administration. Management, hiring, vacations, training, firing.
Both concepts are very related, we could even be talking about the same thing, nevertheless Industrial Relations concept is wider.
