Ooty is 2240 metres above sea level(0 metres).
At this height the air pressure is low compared to the plains like Chennai. This is because the gas molecules in air are less in concentration than compared to the plains, where gravity has a stronger pull on them. Gravity holds them closer to the ground and the so the no. of molecules are more, hence high pressure is seen in the plains.
High pressure, more air molecules, means more heat is created and retained by the dashing molecules. Hence plains like Chennai, Kanyakumari, Colombo are hot.
In Ooty, other hill stations and mountains, the low air pressure results in low temperatures, as molecules are far from each other. There is no dashing, no heat is produced or retained. That's why Ooty is cool in summer and cold in winter.
