I will assume theta as A in this question.

We have,

sin A=Hypotenuse÷Base

cos A=Hypotenuse÷Perpendicular

Dividing sin and cos

sin A÷cos A=(Hypotuse÷Base)÷(Hypotenuse÷Perpendicular)

sin A÷cos A= Hypotenuse×Perpendicular÷ Hypotenuse×Base

sin A÷cos A=Perpendicular÷Base

sin A÷cos A=tan A
