There is an identity whoch says that ,
if A+B+C=n*pi
then tan A + tan B + tan C=tanAtanBtanC
here in question A=13a, B=(-9a) and C=(-4a)
so,
tan 13a + tan (-9a) + tan (-4a)=tan13a tan(-9a) tan (-4a)
Since tan (-a)=(-tan a)
the given equation is proved.
tan 13a-tan 9a-tan 4a=tan13atan9atan4a
