Cu due to atmospheric condition gets a layer of CuCO3.Cu(OH)2 over it which is green in color. These accumulation of green layer over the "Cu" surfaces is due to corrosion which is basic is nature because as we kno metal oxides are basic in nature

Hence to remove the layer a mild acid like citric acid present in lemon is rubbed over the surface so that a neutralisation reaction takes place and on basic oxide reaction with acid resulting in salt and water and making the surface free from the dull green oxide and getting its shine again
