5{a+6d} = 12{a+2d }
5a + 30d = 12a + 24d
6d = 7a
a/d = 6/7.

13th term / 4th term = a+12d / a+3d
= (a/d +12) / (a/d + 3)
= (6/7 + 12) / (6/7 + 3)
= (90/7) / (27/7)
= (90/27) = 10/3.
