From what I can get from the question you asked I can give you some examples of some liquid conductors and liquid insulators! The best and most common liquid conductor would be mercury! Mercury is a great conductor because it's the only metal that will stay in a liquid state at room temperature! Some great liquid insulators are liquid helium, liquid argon, benzene, silicone oil, hexane, heptane, mineral oil, purified water, and liquid oxygen!
