No its false any no. which can be written in p/q form is a rational no. and many rational numbers such as 2/3, 2/5 .....are not whole numbers

It isn't true that every rational no. is a whole number but every whole no. is a rational no. because a rational no. is a no. which can be expressed in p/q form and any whole no. can be written in p/q form eg.5 can be written as 5/1
