Because in WhatsApp we connect using our phone numbers where we can only chat with the people in our contacts or the nos we get from various groups we join ... basically in WhatsApp we deal with Nos as an identity for contacting
but in the case of Facebook it's totally different ... you meet new people out there and get access to a lot of stuff .... it's a bit complicated... and more over it uses your email ID as your identity but not the phone no (with phn no we can easily log in through otp) it only uses phone nos to get ACS which are linked with your contacts ..
